主要职责:

BASIC FUNCTION
负责公司整体人力资源服务及人力资源战略管理,包括计划、组织和指导员工发展、员工招聘、薪酬福利、员工培训及员工关系管理,支持公司整体目标的实现。
Responsible for a full range of HR services, this involves planning, organizing and directing with recruitment, compensation, benefits, training, employee relations and administration, which support the overall business strategy.

SPECIFIC RESPONSIBILITIES
• 制定及实施公司人力资源战备规划,支持公司长期、稳定和健康发展;
Develops and implements human resources strategy to support organization long term development;
• 制定及实施员工发展计划,在公司内部建立学习型组织及员工发展系统;
Develops and implements staff developing plan, build up internal learning organization and people development system;
• 发展和实施人力资源政策、制度及规定,为各部门提供专业的人力资源服务;
Develops and implements human resources strategy, rules and regulations, provide professional human resources service to departments;
• 制定及控制人力资源预算和人力资源计划;
Prepare and controls overall human resources budgets and manpower planning;
• 发展与外部人才机构及猎头公司的合作,为公司提供合格的人才;
Develops close relationship with talents institutions and head-hunters so as to seek, collect and supply qualified talents;
• 制定招聘计划,有效利用各种资源,保质、保量、准时招聘高素质人才;根据公司要求合理、有效配置人力资源;
Manages the recruitment plan and effective use of all resources, hire talents on time, in quality and quantity; deploys manpower effectiveness and reasonably in accordance with the operation requirement;
• 督导培训项目的实施、培训计划的制定,包括与KSMS、KQMS等相关的培训计划,指导下属根据培训需求实施培训计划、培训记录及培训效果评估;
Supervise training program , frames training plans including but not limited KSMS, KQMS training plan and instructs the subordinate to conduct training activities, records and evaluates the training in accordance with the training needs’ analysis result;
• 协助及指导各部门经理设立工作目标及考核目标,及每年两次的绩效评估工作;
Coordinates and guides functional department managers for targets setting and set up objectives for HR people, conducts performance appraisal twice a year.
• 规划企业文化建设,促进员工与管理层的有效沟通,建立各种畅通的沟通渠道,倾听员工声音以提升员工的满意度;
Plan and build up corporate culture, foster effective communication between employees and management. Build up various unimpeded communication channels; listen to the people and minimize their dissatisfaction properly;
• 负责薪酬项目,建立有效和具有竞争力的薪酬体系,确保社保及其他福利计划符合政府及法规要求,根据公司相关政策制定其它辅助性福利计划;
Responsible for overall C&B program, establishes an effective and competitive C&B system; ensure social insurance and other benefits plans meet local government and legal rules, decide other supplemental benefits plan according to the Company’s policies;
• 定期回顾及分析员工离职状况,建立及实施有效人才保留计划,将员工离职率控制在一个合理水平;
Constantly review and analyse the turnover, set up positive retention plan to keep valued people, and reduce turnover in a reasonable rate;
• 指导下属完成日常人力资源管理工作,包括但不限于:员工档案管理、员工出勤、工作时间、家庭日、HRP、人力资源报告及分析等;
Guide the subordinates to complete daily personnel work including but not limited to management of the associates’ personal files, attendance, working hours analysis, family planning, HRP, personnel reports and analysis;
• 负责车队管理,确保安全及为公司员工提供满意的交通服务;
Responsible for Vehicle team management, ensure the safety and satisfied transportation provided;
• 实施本部门员工的安全教育、安全培训,消除安全隐患,避免安全事故发生,并对本部门的安全绩效负责;
Implement HR department staff safety education, safety training to avoid any accidence, and responsible for HR team safety performance.
• 指导下属加强内部刊物相关工作,加强宣传工作,及时将公司重要信息传递给员工;
Guides the subordinate on news letter publishing, enhance propagandize and notify Company’s status to associates on time;

EDUCATION AND EXPERIENCE REQUIREMENTS
Education required:
 本科以上文化
University degree and above
Experience required:
 至少10年以上外资企业人力资源工作经验, 8年以上人力资源管理经验;
10 years and above HR experience in MNC, at least 5 years and above HR supervisory experience
Equipment Used:
 熟练电脑技能
Be familiar with computer skills
Knowledge / Skill required
 熟练掌握中华人民共和国相关劳动法律、法规及规定
Be familiar with China labor law, rules and regulations
 良好的英语口语及书写能力
Good oral and written English skill
 良好的人力资源管理系统知识
Knowledge of HR management system

Direct report to plant General Manager
 间接向科勒中国陶瓷运营高级人力资源经理汇报
In-direct report to Kohler China VC Sr. HR Manager
Organization Relationship: (internal contact)
 直接管理3位副经理、1位车队长、4位人力资源专员/助理、1 位工段长和13位员工
Direct manage three deputy managers, one driver captain, four HR specialists/assistant, one foremen and thirteen staffs
Organization Relationship: (internal contact)
 与各部门保持密切联系
Close contact with all departments
 与当地人才交流中心、人事局、猎头公司、劳动服务机构、与外部咨询机构保持密切联系
Close contact with the local talents exchange centre, Personnel Bureau, head-hunters, labour service institutions;
 经常与当地政府部门、劳动局、社保局及政府机构保持联系。
Constantly contact with the local governments, Labour Bureau, Social Insurance Bureau;
 与当地公安局、技术监督局、职业病防治中心(或医院及交通管理机构)保持联系。
Occasionally contact with Public Security Bureau, Technological Supervision Bureau, Occupational Disease Dispensary ( or hospitals or traffic organs)

薪酬待遇: 税前年薪 36万—40万+分红       预计截止时间:2024/4/30
